If you don't know this already, TV is going digital by 2009. Anyone who still uses rabbit ears or the like will be out of luck next year. The good news is, the U.S. Government has stepped in to issue $40 coupons towards the purchase of digital equipment to help with the transition. You can apply and then appeal if you are denied.
Unfortunately, the first time around I was denied. I took the liberty of trying to help my grandparents out who don't have cable, still own a black and white tv, and only own one color TV and yes, they were denied also. Hopefully, the coupons will be granted to them on appeal.
To request a coupon, you can apply online at http://www.dtv2009.gov (Yes, it's very slow!) There's also 24-hour hotline available, 1-888-DTV-2009 (1-888-388-2009).
The Way I see It, any help towards this digital TV transition is a great help. Struggling families and our elderly could sure benefit from this program. Tell everyone you know!
